We have designed, developed, implemented and managed Risk Management, Information Security, Internal Controls and Business Continuity Programs for the largest IT service provider in the Caribbean. We have developed and implemented a holistic set of procedures and controls to manage effectively large multinational businesses as well as small local organizations. Miguel Colón

Is an IT executive with more than 30 years in experience in various industries such as the financial, transactions processing, government, healthcare and insurance.

He has served as Chief Information Officer (CIO), Chief Risk Officer (CRO), Chief Security Officer (CISO), IT Manager, Risk Manager and consultant in various government and private companies. Developed and implemented programs of government at the enterprise level including risk management, internal controls, business continuity and information security. During his professional career he has led plenty professionals groups including employees and consultants demonstrating leadership and excellent execution of projects as, for example, successfully developing and implementing a business continuity program for over 3,000 servers, AS/400, IBM Z Mainframe, HP Non-Stop and more than 400 applications in the largest company of TI in the Caribbean.

Colón has the following credentials: Certified Risk and Information Systems Controls (CRISC), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), Certified Business Manager (CBM), he passed the exam of Certified Business Continuity Professional (CBCP), completed the refresher course to be a Certified Information Systems Security Professional (CISSP), course of Project Management Professional (PMP) and is a Certified ISACA Trainer.

Noel Portalatín

A highly competent, motivated and enthusiastic system administrator with more than 20 years of experience working as part of a team or alone in busy office environments.

Currently provides services to various industries such as health providers, lawyer’s offices, accountant’s offices, retail stores, mortgages institutions, manufacturing and others. He has extensive administrative experience with small and large Microsoft environments. During his professional career he has been responsible for numerous installations, deployments and migrations at different complexity levels. He is also responsible for the maintenance and administration of the network and digital systems for various clients around the island. Noel has extensive knowledge on HIPAA compliance for network and computers systems.

Noel’s certified credentials are; SEC+ (Security +), HIT (Healthcare IT), MTA (Microsoft Technology Associate), MCSA (Microsoft Certified Solution Associate), NETWORK+ and A+.

Lourdes Ortiz-Fragoso

Reliable individual with more than 25 years of experience in internal IT auditing in the financial, health industries and government.Experience in assessing IT business risks; in identifying and establishing IT general controls; and in developing and streamlining of systems and procedures for improvements.

Served as Audit Manager, Assistant General Auditor, Planning & Development Manager, IT Consultant, IT Auditor, Business Analyst, and Independent Consultant in both the government and private sectors.

Identified, evaluated, and tested service providers’ (SP) SOC’s Complementary User Entity Controls (CUEC), including SOC opinion, scope, test results and controls for evaluation against policies, procedures and testing at entity facilities. Validating Service Provider's contracted services in use to identify applicable controls. Modified or create new ITGC controls. Discussed reported deficiencies/gaps received by internal and external auditors over ITGC controls and assisted in the evaluation and resolution of ITGC and HIPAA audit findings in the healthcare industry.

Assessed business and operations through Business Impact Analysis (BIA), Business Continuity, and Disaster Recovery plans. Oversaw the development and management of continuous auditing programs and IT audit plans, based on annual risk assessment evaluation processes. Participated in Sarbanes Oxley (SOX) Act testing for IT application controls and ITGC; disaster recovery; and Systems Development Life Cycle (SDLC) for key IT projects. Experience in working with Cobit, PCI (Payment Card Industry), and FFIEC. Facilitated ACH compliance training and audits, as consultant to Federal Credit Unions, based on operating rules requirements of National Automated Clearing House Association (NACHA). Is an IT and businesses professional with more than 30 years of experience in Information Systems, businesses, Finance, Accounting, Higher Education, Sales, Consulting, Pharmaceutical, Manufacturing, and Healthcare in private, government, non-profit and federal sectors.

He has performed as President, business owner, IS Director, Project Manager, IT Consultant, Sales Manager, Technical Operations Coordinator, Systems Analyst, Professor, Accounting Consultant, Defined Contribution Analyst, and Administration and Finance Analyst in various government and private corporations. Developed, directed, coordinated, and implemented from scratch businesses, board of directors, business and government divisions/departments/offices, businesses plans, programs, federal proposals, and committees at the enterprise level including start-ups, non-profit organizations, technology infrastructure master project plans, Business Continuity and Disaster Recovery, distance learning projects, data centers, and advanced classrooms.

Rolón has excelled managing projects with 15+ years of experience in Project Management, Integrator, Business Analyst, and Pre-Sales support responsibilities as well.

Rolón has the following credentials: M.B.A Degree in Management and a Bachelor’s in Science in Computer Science.

Franklyn Rivera

Experienced Senior IT Executive and Network/Security Engineer with more than 30 years of experience in different industries such as the financial, government and health.

He has served as Chief Information Officer (CIO), IT Director, Senior Network and Security Engineer, and Independent consultant in various government and private organizations both in Puerto Rico and United States.

Franklyn has developed and implemented major IT projects at the enterprise level including internal controls, data centers downsizing, disaster recovery sites, business continuity and information security. During his professional career he has led employees and consultants demonstrating leadership and excellent execution of projects. Just recently, he implemented in a major PR Government agency its first Disaster Recovery Site, redesigned and led in their LAN/WAN infrastructure design, and downsized (virtualized) their entire data center. Thus, significantly increasing the service response time of the regional offices, centralized management processes, and reduced communications costs while providing redundancy.

Franklyn has a bachelor’s degree from the Inter American University and a master’s degree with a Major in Networks from Villanova University. In addition, he holds the following certifications: MCNE, MCSE, CCENT, Security +. He has also successfully completed the following trainings: CCNA, CEH, CHFI and CISSP.

Ángel L. De La Matta

Highly skilled and reliable individual with more than 20 years of experience in electronic data analysis, professor and IT auditing in the banking, government, and healthcare industries.
